How the evidence chain is produced

The problem

The transition window is open, and no general-purpose LMS carries the South African evidence model.

Thousands of providers are re-tooling delivery and evidence systems at the same time, against a reporting chain that has no unified API anywhere in it.

What the regulator actually asks for

  • QCTO enrolment notification within 21 working days of programme commencement — working days, on the South African public-holiday calendar.
  • EISA registration at least three calendar months before the sitting, at an accredited assessment centre.
  • NLRD submissions as fixed-length ASCII files — Files 21, 25, 28 and 30 per the SAQA load specification — validated through Edu.Dex on a twice-yearly minimum cycle.
  • SETA uploads into mutually incompatible LMIS portals, several of which accept only spreadsheets and a human at a keyboard.
  • A portfolio of evidence mapped to curriculum components — knowledge, practical and workplace-experience — not a folder of PDFs.

What a vanilla LMS gives you for that

  • No NLRD person-record field dictionary.
  • No portfolio of evidence mapped to knowledge / practical / workplace components.
  • No mentor-countersigned workplace logbook with hours against required.
  • No assessor and moderator registry with registration expiry alerting.
  • No EISA pipeline, and no statutory clocks that can actually block an action.
  • No B-BBEE skills-development ledger and no absorption tracking.
  • No per-SETA export adapters, and no accreditation-scope enforcement.

That missing layer is roughly a third of any credible build — and it has to be built whichever course engine you choose. The domestic compliance-software field that does address it is fragmented, single-tenant and a decade old; the global LMS vendors ship none of it at all.
